Temporary Traffic Management Plan

If working on the road will affect general traffic, then you need to organise temporary traffic management (TTM).

The New Zealand guide to temporary traffic management (NZGTTM) focuses on risk (a risk-based approach) for TTM. It encourages a new way of thinking and planning at the start of a project, so the safety of roadworkers and road users comes first.

The NZGTTM replaces the Code of practice for temporary traffic management (CoPTTM) and is effective in the Waitaki district from 1 January 2026.

The guide was created alongside WorkSafe’s Keeping healthy and safe while working on roads and roadsides good practice guide. 

Together both guides:

  • clarify TTM and roadworker safety requirements in Aotearoa New Zealand 
  • reflect current law and a change in how you plan and deliver road and roadside works and events 
  • help you meet requirements under the Health and Safety at Work Act 2015.

What does the TMP process involve?

A TMP is required to be submitted to Council via the Submitica.com portal.
