Proposed District Plan

Proposed Waitaki District Plan - mapping, GIS and ePlan issues

Over the last two weeks we have noticed and been made aware of some issues with the maps and ePlan tool that resulted in property reports and various layers not displaying. This was caused by background upgrades to Council's GIS to try and improve the timeliness of the maps uploading for the ePlan, unfortunately it had a side effect on other parts of the ePlan/maps. This has now been rectified and we encourage you to recheck the maps and lodge a submission if you support, oppose or a neutral about any Plan matters.

Council recently agreed to extend the submission period by a week, from 9 May to 16 May 2025. We also have Friends of the Submitter to help you with your submission - further information available below.

Notice of printed mapping errors affecting your property – flood and liquefaction hazard overlays

We’re letting you know that the printed maps of the Proposed Waitaki District Plan contained an error for the following layers:

  • Canterbury Flood Assessment Overlay
  • Otago Flood Assessment Overlay
  • Liquefaction Assessment Overlay

The maps contained within the printed map book displayed at our libraries and service centres will be updated on Friday 9 and Saturday 10 May 2025 to reflect the correct layers. If you viewed the printed maps, we recommend that you recheck these.

You can check to see if your property is affected using the interactive maps by visiting https://waitaki.isoplan.co.nz/review and typing in your property address. You will then be able to re-check if your property is within a flood hazard or liquefaction awareness layer.

Council recently agreed to extend the submission period by a week, from 9 May to 16 May 2025. If you have any concerns about this matter, then please contact us and we can consider receiving a late submission.

We have Friends of the Submitter to help if you would like to make a submission on the Plan and you can call 03 434 0537 or email fos@waitaki.govt.nz if you would like some advice from an independent expert.

Again, we apologise for any frustration this has caused and thank you for your patience.

About the Proposed District Plan

We’re reviewing and updating our District Plan. The Waitaki District Plan is the community’s rulebook, setting out how land use and development is managed within our district. It has a major role in shaping Waitaki's future and sets out a framework for managing natural and physical resources in the district.

The District Plan's rules set out what activities you can do as of right (permitted activities) and what activities you'll need resource consent for. These rules cover things like residential development, subdivision of land, the height and location of buildings, commercial and industrial developments, noise and light, protecting heritage, cultural values and the natural environment.

We have been reviewing the District Plan to address:

  • housing supply, choice, and affordability
  • protecting biodiversity
  • growth and infrastructure
  • responding to climate change
  • managing the risk of natural hazards.

The submission period has now closed. An update will be provided when the summary of submissions are available and the further submission period is open, expected to be later this year.

Submissions were open from 1 March 2025 and close on 16 May 2025.
