Health Licences and Permits

Health licences are regulated by the Health Act 1956, Health (Registration of Premises) Regulations 1966 and applicable Health Regulations:

In Waitaki district, registration is required for camping grounds, funeral directors, hairdressers, offensive trades and salesyards.

Street furniture permits are regulated by the Waitaki District General Bylaw 2018(PDF, 1MB).

Mobile shop and Itinerant Trader permits are regulated by the Health (Registration of Premises) Regulations 1966 and Waitaki District General Bylaw 2018(PDF, 1MB) and other applicable legislation and Bylaws.

Hairdressers Regulation Change

The Health (Hairdressers) Regulations 1980 was officially revoked as of 31 July 2025. From this date, these regulations are no longer in effect.

  • Hairdressing and barbering businesses are no longer required to register with Waitaki District Council.
  • Routine site inspections under these regulations have ceased.

To support the transition, the Ministry of Health is preparing updated guidance to help businesses maintain safe and hygienic practices.

Please note: All other relevant legislation, including the Health and Safety at Work Act 2015 and the Health Act 1956, continues to apply.
