Apply for a Building Consent

​​​​​​​​​​​​​You can apply for a Building Consent through the Simpli online consents portal, by mail or in person. The application forms and process for applying for a staged or multi-proof consent, an amendment to a consent or a project information memorandum are the same.

Apply Online​

You will need a valid email address and a password to register to use the portal. Please visit www.simpli.govt.nz to register. Once you have registered, you can apply for building consents on www.simpli.govt.nz/apply-online​.

The Simpli portal is an initiative set up to make applying for building consents simpler and faster. This service offers a few exciting features including the ability to track the progress of your application, to collaborate with colleagues on applications and also to use the same information to apply to different councils.

The application form has a number of parts and it is important that all sections are completed. You will also be required to upload the documentation relevant to your project. Applications will not be accepted if any of the information is missing.

Complile and bookmark all supporting documentation for your consent. Please see MBIE advice​ on the level of detail required. 

Buildings that contain certain safety and essential systems, known as specified systems, need a compliance schedule.

Specified systems help ensure a building is safe and healthy for people to enter, occupy or work in. They require ongoing inspection and maintenance to ensure they function as required. If they fail to operate properly, they have the potential to affect health or life safety.

For new buildings, an application should be made as part of the building consent application (where the new building will contain specified systems). The local council will issue the compliance schedule to the building owner with the code compliance certificate. For buildings with existing specified systems, details of any changes to the system must be provided. 

The building owner needs to provide enough information with their building consent application to enable council to compile the compliance schedule.

This includes details of the design features of the specified systems, as well as the proposed procedures for inspection, maintenance and reporting.

You also need to need to include the performance standard each system is supposed to meet, and continue to meet, for the life of the building.

When your building consent is granted, the Building Consenting Authority will specify documents you need to provide when you apply for a code compliance certificate​

Apply by mail​

Visit the Simpli website to download the following forms:

  • Form 2 – Building Consent (also application for Project Information Memorandum (PIM), Solid Fuel Burner, Staged Building Consent, Amendment to Building Consent, or Building Consent using a National Multiple-Use Approval (‘Multi-proof’).
  • Form 2A – Memorandum from Licensed Building Practitioner: Certificate of Design Work
  • Form 2B – Statutory Declaration of Owner/Builder

You might need to complete and submit additional forms with your application when applying by mail.​

The application form has a number of parts and it is important that all sections are completed. You will also be required to add the documentation relevant to your project. Applications will not be accepted if any of the information is missing.

All parts of Form 2 (Building Consent application) are to be completed and submitted along with one (1) copy of all required plans and supporting documents.

Application forms and supporting documentation should be posted to Waitaki District Council, 20 Thames Street, Private Bag 50058, Oamaru, Otago 9444.

Apply in person

Visit the Simpli website​ to download the following forms:

  • Form 2B – Statutory Declaration of Owner/Builder

If you are submitting your application in hard copy using the printable version, please submit this along with one (1) copy of all required plans and supporting documents, and the associated fee or confirmation of electronic payment, to Waitaki District Council's Main Office in Oamaru or service centre in Palmerston.
