Understanding the Draft District Plan

The Draft District Plan contains five parts;

  • Part 1 – Introduction and General Provisions
  • Part 2 – District-wide Matters
  • Part 3 – Area Specific Matters
  • Part 4 – Appendices and Schedules
  • Part 5 – Maps

Each chapter of the Draft District Plan contains an introduction, objectives, policies, rules and standards. Some chapters also include cross-references to appendices and schedules that sit either at the end of a chapter, or in Part 4 of the District Plan. Where a chapter refers to a ‘zone’, ‘overlay’ or other mapped feature, these can be viewed on the webmaps.

  • Introduction: this provides an overview of the topic covered by the chapter.
  • Objectives: these set out the outcome to be achieved for the chapter.  There may be several objectives that apply.  Each objective has a specific number, for example NH-01 or EW-02.
  • Policies: the policies set out the direction to be taken to achieve the objectives.  There may be a number of policies that apply.  Each policy has a specific number, for example NH-P3.
  • Rules: these have the effect of regulations and set out the activity status for different activities that may be proposed.  There will possibly be a number of rules that apply.  Each rule has a specific number, for example EW-R4. Rules may also refer to standards that need to be compiled with.  Again, there may be a number of standards that apply to a rule.  Each standard has a specific number, for example NH-S5.
  • Zone: A zone spatially identifies and manages an area with common qualities and characteristics. All land in the district is identified as part of a ‘zone’ on the Planning Maps, with rules that specifically address zone-based activities and effects.
  • Overlay: Specific mapped areas that have distinctive values, risks or other factors that may require particular management.

How to find out what draft rules apply to your property
  1. Search for your property address or parcel information on our district plan maps. There is a user guide on how to use the maps. Please note that the district plan maps are best viewed on a PC/laptop. Some functions are not available when viewed on a mobile/tablet device.

     

  2. Once you have found your property, double click on it to display the planning profile. This will bring up a new display box that shows what zones, overlays and any other mapped information that is relevant to your property. From here, you can also see what zones etc are relevant to your property under the current district plan.

     

  3. Using the planning profile information you can then find the relevant provisions that relate to your property by looking for the zone chapter here or by using the CTRL+F search tool in the full document here. You can also use the CTRL+F search tool to find out more information on any references listed under the Natural Environment or Heritage and Cultural Values identified for your property.

     

  4. It is important to note that the zone and overlay information does not comprise all of the relevant property specific information. You will still need to check for any other provisions that may apply such as for earthworks, temporary activities, light, noise, signs etc.  Please check here for further information on general district wide matters that may affect your property. It is also recommended to check the Hazards and Risks section here to identify whether a property is subject to natural hazard risk.
