Waitaki District Council has prepared a Summary of Decisions Requested for submissions on the Waitaki Proposed District Plan (PDP).

We are now calling for Further Submissions under Schedule 1 (Part 1, Clause 8) of the Resource Management Act 1991.

What is a Further Submission?

A Further Submission is a submission made in support of, or opposition to, another person or party’s submission on the PDP. Further submissions must relate only to the matters raised in the submissions - no new issues can be introduced during the further submission process.

Further submissions will only be accepted on submissions/submission points that have been made against provisions that remain in the Exemptions Version of the PDP as follows:

  • All zones and precincts except for the General Rural Zone 
  • Natural Hazards (including Coastal Hazards) 
  • Energy, Infrastructure, Stormwater and Transport 
  • Listed heritage items
  • Provisions related to, and sites that are listed in the Ōamaru Historic Town Centre and Port National Historic Landmark proposal by Heritage New Zealand 
  • Temporary Activities and Noise 
  • Future Urban Growth 
  • Papakāika 
  • Limited provisions related to Definitions, Mana whenua, Strategic Direction, Earthworks, Subdivision

Who Can Make a Further Submission? 

You can make a further submission if you are: 

  • A person or group representing a relevant aspect of the public interest; or
  • A person with an interest in the PDP that is greater than the general public’s; or 
  • Waitaki District Council itself.

What You Need to Know 

  • A further submission must clearly state which original submission it relates to (include the submission number).
  • You must use a Form 6(PDF, 190KB), as prescribed in Clause 8, Schedule 1 of the Resource Management Act 1991 for your further submission to be accepted.

How to Make a Further Submission 

Paper copies of the Form 6 are available at Council offices and libraries or you can download a copy from here(PDF, 190KB).

You can submit your completed Form 6 in any of the following ways:

  • Print and post to: Planning Department, Waitaki District Council, Private Bag 50058, Ōamaru, 9444 
  • In person: You can drop off a completed Form 6 at Council offices in Ōamaru or Palmerston (paper copies are available at these locations)
IMPORTANT REQUIREMENT WHEN MAKING A FURTHER SUBMISSION

If you make a further submission, you must also send a copy to the person who made the original submission within five (5) working days of lodging it with Council.

What Happens Next?

Following the close of the further submissions period, original and further submissions will be collated and analysed by a team of planners. Their analysis and response to the submission points and further submission points, will be presented amongst recommendations made to the District Plan Hearings Panel, in what is called a ‘Planners Report’ or ‘S.42A report’. This report will provide reasons to the hearings panel on the acceptance or rejection of submission points received. Submitters that have requested to be heard at a hearing, will then have the opportunity to respond to the planners report, and answer any further questions posed by the hearings panel.

Hearings are anticipated to begin in Spring 2026.

We will be in contact with Submitters and Further Submitters, closer to the time to schedule speaking times for the hearings.
