GENERAL INFORMATION
If you want to start a business in the Waitaki District and you want to sell liquor as part of that business, you must submit a liquor licence application to the Waitaki District Licensing Agency.
It is strongly recommended that you meet with Waitaki District Council Regulatory Services staff to discuss your application and any issues that may be relevant, prior to submitting an application.
You may need to talk to a planner, liquor licensing inspector, environmental health officer and a building control officer.
It saves time and money to work through any issues before lodging your application.

WHAT TYPE OF LICENCE
On-Licence
This licence allows the sale and supply of liquor for consumption on the premises – eg. tavern, bar, café, restaurant, hotel. The licence is initially issued for one year and may be renewed for three years. Application Fee $776.00

BYO Endorsed On-Licence
This licence allows for the consumption of liquor brought to the premises by persons who are there for the purpose of dining. It does not allow the licensee to sell or supply liquor. Initially issued for one year. May be renewed for three years. Application fee $132.00 The application form for a BYO Endorsed On-Licence is the same as an On-Licence.

Off-Licence
This licence allows the sale and supply of liquor to persons for consumption off the premises – eg. A bottle store or supermarket Initially issued for one year. May be renewed for three years. Supermarkets and grocery stores can only sell wine and beer. Application fee $776.00

Club Licence
This licence allows the sale and supply of liquor for consumption on club premises to club members and their guests only. No sales to the general public are allowed under this type of licence. Licence initially issued for one year. May be renewed for three years. Application fee $776.00

Special Licence
A special licence allows for the sale of liquor at special occasions or events, eg. sporting event. A special licence can also be issued to an On or Club licensee for an event not covered by their existing licence. Application Fee $63.00
Must be submitted at least 10 working days prior to the proposed function.

General/Club Managers Certificate
At all times liquor is being sold to the public from a licensed premises a manager must be on duty and responsible for compliance with the Sale of Liquor Act, the conditions of the liquor licence, and the conduct of the premises, with the aim of contributing to the reduction of liquor abuse. A manager must hold a manager’s certificate issued by a licensing agency or Liquor Licensing Authority. There are two types of Managers Certificate:
- General Managers Certificate - which allows you to manage any licensed premises.
- Club Managers Certificate - which allows you to manage any premises where a Club licence is in force.
You must apply to the Agency where you are going to be working. Initially issued for one year. Can be renewed for three years. Application Fee $132.00

Temporary Authority
A temporary authority allows a new owner of a licensed premise to trade on the previous licence until a new licence can be issued in the new owners name.
Issued for a maximum of 3 months. Application fee $132.00
